Who We Are

Our Work

In furtherance of the University's commitment to diversity, equity, and inclusion, EOCR staff are responsible for the following activities:

  • Affirmative Action: developing and monitoring the University's Affirmative Action Plan.
  • Compliance: monitoring the University and Medical Center's compliance with equal opportunity and civil rights laws and related University policies, as well as assisting with responses to inquiries from federal and state governmental agencies, such as the Equal Opportunity Employment Commission and the Office for Civil Rights of the U.S. Department of Education.
  • Complaint Resolution: investigating and/or otherwise resolving complaints of discrimination, harassment, and/or retaliation.
  • Information: disseminating information about laws, policies, and procedures regarding equal opportunity and civil rights laws and related University policies for students, faculty, staff, and Medical Center employees.
  • Recruitment and Hiring: facilitating and monitoring faculty and staff recruitment and hiring and training faculty and staff regarding applicable laws and best practices for search and hiring processes.
  • Training: training faculty, staff, students, and Medical Center employees about their rights and responsibilities under applicable equal opportunity and civil rights laws and related University policies.
  • Partnership: collaborating with University and Medical Center partners, including students, to support initiatives and activities that promote a welcoming, inclusive environment for everyone.

As the Associate Vice President. Ms. Springston provides leadership, support, and guidance to the programs, policies, procedures, and initiatives of the Office for Equal Opportunity and Civil Rights (EOCR), an office within UVA's Division for Diversity, Equity, and Inclusion. The Associate Vice President coordinates all aspects related to the achievement of EOCR's mission, including ensuring equal access to employment and education; the prompt and equitable resolution of all reports of discrimination, harassment, and retaliation; and effective educational training, outreach, and partnerships that support a learning, working, and living environment where all University community members can thrive.

 

Assistant Vice President & Title IX Coordinator Molly Zlock, Assistant Vice President & Title IX Coordinator

As the Assistant Vice President & Title IX Coordinator, Ms. Zlock is responsible for the implementation of the University's Policy on Sexual and Gender-Based Harassment and Other Forms of Interpersonal Violence (Sexual Misconduct Policy) with respect to all University programs, services, and activities to ensure a hostile-free living, learning, and working environment. They supervise the Title IX team and ensure the prompt and equitable resolution of all informal and formal resolutions under the Sexual Misconduct Policy. They also coordinate training, prevention, and outreach to faculty, staff, and students to ensure University community members are aware of their rights, responsibilities, and resources under the Sexual Misconduct Policy.

As the Compliance Coordinator for EOCR, Ms. Kidd is responsible for providing executive-level operational and administrative support, including coordinating and implementing sensitive processes that support the mission of the office.

 

 

 

 

O'Neil Hall - Charlotte BreenCharlotte Breen, Deputy Title IX Coordinator/Director of Investigations

As the Deputy Title IX Coordinator, Ms. Breen supports the University's response to Title IX complaints consistent with the University's Policy on Sexual and Gender-Based Harassment and Other Forms of Interpersonal Violence by supervising the investigation of complaints of sexual and gender-based harassment, sexual assault, sexual exploitation, intimate partner violence, complicity, stalking, and retaliation. Ms. Breen plays a key role in ensuring that such investigations are conducted in a prompt and equitable manner. As the Deputy Title IX Coordinator, Ms. Breen also assists the Title IX Coordinator with Title IX training, education, and outreach.

Melvin MalloryMelvin Mallory, ADA Coordinator

The ADA Coordinator is responsible for ensuring that the University’s programs and practices comply with the Americans with Disabilities Act, as amended (ADAAA), Sections 503 and 504 of the Rehabilitation Act, and other federal and state laws and regulations pertaining to individuals with disabilities.  He serves as the University’s point of contact for disability-related information, services, and resources as well as best practices concerning the rights of individuals with disabilities. He conducts workshops and training on disability-related topics and actively participates in or leads disability-related initiatives.

The Deputy ADA Coordinator assists the ADA Coordinator in ensuring compliance with federal and state laws and regulations pertaining to individuals with disabilities. They respond to inquiries and provide training, support, guidance, and assistance regarding ADA-related policy and procedure to faculty, staff, and students, in the Academic Division, the Medical Center, and, as needed, the College at Wise.

The Digital Accessibility Coordinator works with the ADA Coordinator and serves as a subject matter expert and coordinator of the University's strategic efforts to provide accessible information and communications technology (ICT) to the University community. She works in collaboration with key partners to lead a collective effort to proactively and systematically address University ICT accessibility.

The Special Projects Manager works with the ADA Coordinator to provide services to students with disabilities and to ensure the accessibility of events on University Grounds, such as Final Exercises and Alumni Weekend. She also works with Demand & Response Transportation (DART) to provide alternative transportation service for faculty, staff, and students with disabilities. In addition, she assists with special projects and assignments for the EOCR team.

The Senior Director for Equity and Inclusive Excellence provides leadership and guidance to the University community on a broad range of activities in support of inclusive excellence at the University and is responsible for development and implementation of the University's Affirmative Action Plans, as well as contributing to the strategic vision in the area diversity, equity, and inclusion. The Senior Director is also responsible for educational outreach and assessment activities that advance the University’s commitment to inclusive excellence.

The Employment Equity Specialist provides guidance on recruitment and selection processes to ensure equality of opportunity and compliance with federal and state equal opportunity/affirmative action laws and regulations. The Equity Specialist is also responsible for the development and implementation of employment equity initiatives, projects, and training.

The Senior Compliance Director for Equal Opportunity and Civil Rights provides leadership and guidance to the University community on the University's equal opportunity and civil rights compliance obligations; manages resolution of complaints under the Preventing and Addressing Discrimination, Harassment, and Retaliation Complaint Procedures; addresses inquiries or concerns about academic and workplace accommodations for religion and pregnancy; and develops and manages outreach, education, and training initiatives for faculty, staff, and students on the University's Preventing and Addressing Discrimination and Harassment and Preventing and Addressing Retaliation Policies and related complaint procedures.
